# Icelandic host FlokiNET rejects US takedown request for leaked DHS employee data

The US Department of Homeland Security (DHS) asked the Icelandic hosting company FlokiNET to take down a website with work information on tens of thousands of its employees. FlokiNET declined.

On 29 October 2026 FlokiNET published the letter it had received from the cybersecurity firm ZeroFox on behalf of DHS. The letter accused FlokiNET of violating its terms of service by hosting a "stolen" employee dataset and asked it to "remove or disable" the information.

FlokiNET said the complaint concerned one domain, icepi.cx, which compiled data on employees of several DHS agencies, including ICE and CBP. The company argued that federal officers carrying out an enforcement programme are not private individuals while doing that work, and that the public has a legitimate interest in the information. It also said the data came from a breach. According to FlokiNET, the domain's registrar nevertheless suspended the domain. The information has since appeared on another domain (Al Jazeera, 29 October 2026).

The dataset was first published on 28 October 2026 by the transparency group Distributed Denial of Secrets (DDoSecrets). A hacker group calling itself "Department of Peace" claims to have obtained the data.

For customers of hosting providers, the case shows how a takedown demand based on a provider's terms of service is handled in practice: the provider reviews the content itself, and the domain registrar can act independently of the host.
